Dražen Bulat is a senior member of Miller Thomson’s National Procurement, Construction and Infrastructure Law practice group.The focus of Dražen’s practice is on the development and drafting of “front-end” procurement and contract documents, including all forms of RFx documents including tenders, RFPs, RFQs, etc. Dražen’s expertise also includes the drafting and negotiation of different forms of contracts, including industry standard contracts published by CCDC, OAA and RAIC, as well as the development of “custom-built” contracts for clients for construction, architectural, engineering and other consultant services.
Dražen is intimately familiar with the law of procurement, as well as the Ontario Construction Act. Dražen represents both owners and contractors in working out disputes involving a wide variety of issues, such as negotiating procurement and contract documents; bid disputes; priority claims among lien claimants, owners, and mortgagees; and course of construction issues and disputes that may arise during the life of a construction project. Dražen’s expertise covers most areas of the construction industry, including P3s, large commercial developments, public utilities, healthcare institutions, education facilities, and other public sector organizations.
Dražen has published articles in various journals and trade publications and is a lecturer with the Toronto Construction Association. Dražen co-authored the chapter on “Construction” in Business Laws of Canada, a WestLaw publication, and is a frequent speaker at client, professional, and industry conferences and seminars.- Scotia Plaza
