Leslie Kalmbach has extensive experience handling a wide variety of FERC matters, regulations and policies, including Section 7(c) and blanket construction projects under the Natural Gas Act (NGA), compliance filings, rate cases under Section 4 of the NGA, audits and investigations. She has expertise in structuring and interpreting contracts for interstate/Section 311 pipeline transportation services, including precedent agreements, transportation service agreements, interconnection agreements and other contracts related to infrastructure projects for midstream and interstate natural gas pipeline companies. Her contractual experience also extends to negotiating and interpreting contracts for natural gas (and other energy commodities) purchasers and sellers, including but not limited to North American Energy Standards Board (NAESB) form contracts and asset management agreements under FERC Order No. 712, et seq. She is experienced in NAESB compliance matters and has conducted numerous training sessions on many FERC regulatory and compliance topics. Leslie has also represented interstate pipeline companies in matters before the Federal Energy Regulatory Commission, including rate cases, tariff filings, construction and abandonment proceedings, audits and investigations, and compliance filings.

Leslie works with the Louisiana Department of Natural Resources and Office of Conservation statutes, advising clients with respect to regulations and policies.

Leslie has advised large petrochemical manufacturers on matters regarding the procurement of interstate natural gas pipeline transportation service, including pipeline infrastructure construction and contracting. Additionally, Leslie has assisted such clients with agreements to purchase long and short-term supplies of natural gas to be used as feedstock in their operations. She also has extensive experience in negotiating, drafting and interpreting asset management agreements under FERC Order No.712, et seq, covering natural gas supply and transportation.

Prior to joining the firm, Leslie was Vice President of Regulatory and FERC Compliance for a large midstream entity, overseeing and managing the Rate, Regulatory and FERC Commercial Compliance function for interstate, oil and Section 311/intrastate pipelines, including management and maintenance of FERC Gas Tariffs. She was Vice President of Interstate Contract Administration and FERC Compliance for a large midstream entity, and Vice President of Commercial Support for a large midstream entity. She was also an Assistant General Counsel over Interstate Pipelines for a large midstream entity, as well as a Director in a Shreveport law firm.
