Mark Palchick has served clients in the communications field since 1975, particularly in matters relating to cable television regulation, international copyright, negotiations of program affiliation agreements, E-rate funding, interconnection agreements between private carriers, and other FCC regulatory matters.
Mark represents competitive telecommunications providers and cable television operators in the Caribbean, cable television group owners, E-rate vendors, and local school districts. He assists cable television operators in negotiating program affiliation agreements. Mark was responsible for creating the Caribbean Cable Cooperative, a buying cooperative for the acquisition of cable television program services by Caribbean cable television operators, and has been active in the advancement of the legalization of satellite program carriage throughout the Caribbean. His work with local school districts and E-rate vendors has helped school districts obtain millions of dollars in E-Rate funding.
Mark has worked as an attorney with the Federal Communications Commission’s Cable Television Bureau, and served as General Counsel and Assistant Secretary of Cablevision Industries, Inc., a multiple system cable operator. He has served as Policy Advisor and Legal Counsel to the National Telecommunications & Information Administration. Previously, he was an Adjunct Professor of Law for over twenty years at The Dickinson School of Law of The Pennsylvania State University, where he taught courses on the regulation of communications and telecommunications.
