Meghan joined Elam & Burke in the fall of 2006. Her practice has evolved to encompass much more than just law—it’s become a catalyst for change, fostering growth and converting goals into reality for public officials and Idaho communities.
A fifth-generation Idaho lawyer, Meghan Conrad’s legal expertise finds its roots in a rich family legacy. Meghan was introduced to the legal world early on. But it would be her deep connection to her home state of Idaho where she would eventually transform this early exposure into a lifelong commitment.
Meghan left Idaho to finish high school in New Jersey at The Lawrenceville School and went on to attend college in Central New York at Colgate University. Before fully immersing herself in law, she gained valuable experience as a legal assistant at a multinational law firm in New York City. Guided by her father’s advice—”Attend law school in the state where you plan to practice”—she found her path back to her beloved Idaho.
At Elam & Burke, Meghan now works extensively with urban renewal agencies throughout Idaho. She structures private-public partnerships, handles government contracts, tax increment financing, litigation, appeals, and governmental relations. Her diverse portfolio extends to representing a commodity promotion and research program, aiding consumer and commercial lenders in foreclosures and collections, and actively participating in insurance defense litigation. Her experience with tax-exempt and taxable bond transactions, and her significant role as special Idaho counsel on a solar energy financing project, are evidence of her commitment to projects that foster economic development.
Meghan’s expertise in urban renewal is widely recognized, earning her invitations to speak at numerous conferences on the subject. In 2014 and 2017, she was honored as a Leader in Law by the Idaho Business Review. She has served as the Chair of the University of Idaho College of Law Advisory Council and is an active member of several legal associations, such as State Law Resources, Inc., Idaho Women Lawyers, and the Idaho Association of Defense Counsel.
Her contributions extend beyond urban renewal and she looks forward to expanding her practice to include small special taxing districts and commodity promotion and research programs. Meghan works closely with the state tax commission and focuses strongly on nurturing long-term relationships with clients.
At her firm, Meghan is a steadfast advocate for diversity and inclusion, championing the rise of female attorneys in a litigation-based environment and actively promotes and supports their transition to leadership positions.
