Steve focuses on five practice areas – natural resources, municipal, private utility, development, and environmental law. He also litigates certain matters for his clients.

The natural resources element of his practice deals primarily with water rights. Steve represents more than 50 municipal and private party clients regarding water rights and use. He has successfully litigated natural resource matters before the Supreme Court of Arizona.

Steve represents municipalities and special improvement districts in several different aspects, including formation, financing, operation, management, compliance matters, and litigation. For example, he successfully represented the City of Safford in In re General Adjudication of All Rights to Use Water In Gila River System and Source, 212 Ariz. 64, 67, 127 P.3d 882, 885 (Ariz. 2006).

He represents private utility companies in proceedings before the Arizona Corporation Commission, Arizona Department of Water Resources, and Arizona Department of Environmental Quality.

Residential and commercial developers utilize his services concerning water, wastewater, and other related matters.

Steve has extensive experience in the area of environmental law. He represents clients with water quality issues, including pollutant releases and treatment. He has experience with site pollution, remediation, permitting, and negotiating with the Arizona Department of Environmental Quality regarding compliance concerns and violations.
