André Turmel
André Turmel practises energy law, negotiating generation, supply and transmission electricity agreements for producers in the biomass, cogeneration, biogas, hydro and wind sectors. He advises oil & gas clients on permitting and licences. He provides legal advices to companies operating in all areas of economic activity who wish to control their energy costs. He represents clients before public utility boards. André acts for governments, utilities and developers in Africa on World Bank, African Development Bank and other multilateral banks files regarding institutional reforms in energy, telecommunications and water. He also advises certain national and international clients on climate change and carbon trade issues. He is co-author of the three following books: 1) Annotated Climate Change Statutes and Regulations in Canada 2) Lobbying in Canada/Lobbyisme au Canada and 3) La Loi sur la Régie de l'énergie annotée all published by Carswell Inc. He regularly speaks at conferences on energy-related and climate change matters. He teach Energy Law at Laval University. André was called to the Québec Bar in 1990. He holds a LLM in international law.
