Tom has expertise across the firm’s practice areas of property development, town planning, infrastructure and projects, pollution licensing and environmental approvals, water and natural resources, land valuation and compensation for compulsory acquisition, liquor licensing, real property and local government and administrative law.
Having spent nearly 15 years practicing exclusively in these areas, Tom is widely recognised as a leader in the field. He has advised on a vast spectrum of projects, from residential subdivisions and apartment buildings to schools, shopping centres, waste and resource recovery and energy facilities, for both public and private sector clients.
His work includes the preparation and management of contentious and complex development and licensing applications. He advises on processing of proposals, prepares representations and is skilled in the preparation of detailed submissions on behalf of clients. Tom assists with re-zoning and land use policy submissions and processes. His depth of experience enables Tom to be proficient in dispute resolution between a range of parties.
Tom has significant experience in drafting infrastructure deeds, bonding agreements, land management agreements and heritage agreements. Tom provides advice on easements and encumbrances, native vegetation and significant tree clearance, land acquisition, site contamination, environmental licensing, water licensing, liquor licensing and all associated government liaison and administrative law issues.
A keen advocate, Tom represents clients in both the Supreme Court and the Environment, Resources & Development Court, particularly in planning and development appeals and enforcement proceedings. He appears regularly at Council Assessment Panel, State Commission Assessment Panel and council meetings.
Tom is a past Chair and present member of the Property Council of Australia Industrial Property, Infrastructure and Logistics Committee and is a member of the Planning Committee of the Urban Development Institute of Australia. He is a past member of the UDIA Land and Housing Supply and Infrastructure committees and the PCA Shopping Centres Committee.
